It does not trigger when the mouse sits in it

We have tried this several ways, with treats just in the side window, and also putting treats within the trap to entice them in. No rats appear to have ventured inside, but we have pictures of a mouse who seems to have found a way to use it as a shelter and feeder without triggering the trap.
